Former Rep. Elaine Luria (D., Va.) is claiming in her rematch against Rep. Jen Kiggans (R., Va.) that Kiggans “votes 100% with Trump.”
A review of Kiggans’ record in office shows this claim is false, as Kiggans has opposed the Trump Administration on multiple issues that involve funding for eastern Virginia.
What the Ad Says
Across multiple ads on the airwaves, Luria is alleging that her Republican opponent “sides with President Donald Trump at every possible opportunity.” Virginians are seeing ads with text blaring that Kiggans sides with Trump “100%” of the time.
The Claim
Luria is alleging that Kiggans “votes 100% with Trump.”
The Evidence
Luria’s campaign cites a survey from the liberal group CAP Action that is over a year old, and incorporates no recent votes.
Luria’s campaign did not respond to request for comment about what other evidence it has to support its allegations.
Kiggans Campaign’s Response
Kiggans’s spokesman Calvin Moore told the Washington Reporter that “Elaine Luria is running BS ads about Jen Kiggans because she wants to cover up that she called it ‘bullshit’ to ban stock trading in Congress and to hide that she’s only in this race so she can get back to lining her pockets in office.”
Moore added that “Jen Kiggans has been ranked among the most bipartisan in Congress year after year because she’ll work with anyone and stand up to anyone to deliver for Virginia.”

For one recent example, Kiggans broke with most House Republicans earlier this summer when she voted for the bipartisan Ukraine Support Act in June 2026; the bill passed 226-195, and Kiggans was one of only 18 Republicans who voted yes.
Kiggan’s campaign provided other examples including where Kiggan’s opposed the Trump position including funding for the Wallops Flight Facility on Virginia’s Eastern Shore, on support for economic funding for Virginia’s Eastern Shore, on Trump’s proposed cuts to the Veterans Administration, and on a Trump policy that would have restricted federal funding for nursing students. For each issue, Kiggan’s opposed the Administration’s position, arguing instead for her constituents in eastern Virginia.
